· Comprehensive Coverage of BSRT Curricula: The BSRT program includes dozens of distinct curricula (over 40 listed) targeting different audiences: Couples (e.g., 7 Principles for Making Marriage Work, Laugh Your Way to a Better Marriage, 7 Habits of Highly Successful Marriages), Families (e.g., Active Military Families, Survival Skills for Healthy Families, Oxygen for Families), Singles (e.g., PICK (Premarital Interpersonal Choices and Knowledge), Got Your Back, Oxygen for Singles), and Soldiers/Leaders (e.g., 5 Voices, Mastering EQ, Seven Habits of Highly Effective Soldiers), as well as broad-applicability programs (Financial Peace University, Moral Leadership, The Way to Wellness, etc.). Adaptiva Corp/Coursewell can support every one of these curricula. We will price them fairly and competitively with commercially available instructional materials procured in the open market. Below, we outline our approach to pricing and availability, including the basis of pricing, delivery terms, and any relevant warranties or terms and conditions:
· Commercial Availability: The curricula listed for BSRT are established commercial training products offered by their respective organizations (e.g., FranklinCovey, PREP Inc., LoveThinks, Ramsey Solutions, etc.). When no development is required, we will obtain and deliver off-the-shelf solutions. Most instructor certification courses and participant materials can be purchased directly from the developers or authorized resellers. Adaptiva Corp already has standing reseller agreements or will use standard procurement channels to acquire these materials. This means the Government can be assured the items are readily available and that we can scale supply up or down as event demand requires.
· Pricing Basis: Our pricing for the curricula and support will be based on market rates and catalog pricing from the original content providers, with any applicable volume discounts passed on to the Government. For example, suppose a particular workbook costs $50 retail. In that case, we will seek bulk purchase rates (often 10-20% off at specific quantities) and charge the Government at actual cost (cost-reimbursable) or a fixed unit price reflecting that discounted rate. We will provide transparent pricing details for each curriculum component upon request. In many cases, training kits and manuals have published prices (e.g., the Financial Peace University military kit or Couple Communication instructor package), which we will use as the basis. Our goal is to offer the best value by leveraging our relationships with curriculum vendors – we have negotiated favorable terms with several (for instance, volume licensing agreements with FranklinCovey for the 7 Habits series and with PREP Inc.), enabling us to obtain materials at lower than single-unit cost. This approach ensures pricing is supported by commercial practice and in line with FAR Part 12 commercial item procurement standards.

Adaptiva Corp logistics maintains a responsive supply chain for training materials. We keep a baseline inventory of popular curriculum materials and can rapidly order additional stock as needed. For initial contract implementation, we anticipate delivering all required instructor training and initial sets of participant materials within 30 days of award. Subsequently, for each BSRT event (which we assume will be planned weeks or months in advance), we will deliver the needed curriculum kits to the event site at least 1 week before the event starts. Instructor certification workshops can be scheduled with content providers, typically with 3-4 weeks' notice. Many curricula also offer digital materials (PowerPoint slides, videos, etc.), which we will deliver electronically to Chaplains during the train-up using our Canvas Learning Management System (LMS). Our delivery schedule will be synchronized with the event planning cycle, ensuring no event is ever waiting on materials or training. We have a proven logistics system (including an online ordering portal for field units to request materials) and partnerships with reliable shipping providers to meet tight timelines, CONUS or OCONUS.
· Customary Terms and Conditions: All purchases of curriculum materials will be made under standard commercial terms. For instance, participant guidebooks and supplies are typically sold with 30-day payment terms and shipped FOB destination via UPS/FedEx. Adaptiva Corp will incorporate these standard terms into our contract performance – we do not anticipate any unusual contract terms. Our services (facilitation, train-the-trainer, etc.) will be offered under customary government contract terms for labor services (adhering to the applicable FAR/DFARS clauses for time & materials or firm-fixed-price tasks, as determined). We also comply with all intellectual property rights and licensing agreements associated with each curriculum. Suppose any curriculum requires a license agreement (some publishers require a site license or facilitator agreement). In that case, we will secure those and abide by their terms, ensuring the Army's usage is fully authorized.
· Pricing of Services: Besides material costs, our capability includes the instructor/facilitator services to train Chaplains and support events. Our company commercially offers these services at a per-session or per-day rate. For market research purposes, our labor rates for certified training facilitators are competitive and can be supported by our commercial price list or GSA Schedule (if applicable). We can provide fixed pricing for everyday tasks (e.g., "Deliver one 2-day ASIST workshop for up to 30 students" at a set price, including workbooks) to give the Army cost predictability. All pricing will be structured to meet fair and reasonable criteria, backed by catalog or historical pricing from similar government contracts.
· Warranties and Support: Adaptiva Corp (Coursewell) stands by the quality of our training delivery. We offer a satisfaction guarantee on our services – if any curriculum session or event support service does not meet contract requirements, we will correct the issue at no additional cost. While instructional materials typically do not carry warranties beyond being free of defects, we will immediately replace any defective or unusable materials at our expense. Additionally, we provide ongoing support for the curricula: for example, if after a Chaplain is trained, they have questions about delivering a course, our master trainers are available for consultation or coaching. We view our relationship as a partnership to ensure the BSRT program's success rather than a one-off transactional supply of books.
In conclusion, our pricing approach for BSRT curricula is grounded in commercial practices and offers transparency and value. All required training materials and services are readily available and can be delivered on schedule. Adaptiva Corp's existing supply agreements and efficient logistics will provide the Army with a streamlined, cost-effective solution for acquiring these curricula, entirely in compliance with market rates and the terms of federal acquisition regulations.
Competition Considerations
Adaptiva Corp is fully committed to supporting a competitive acquisition for the BSRT Curricula requirement and does not perceive any significant barriers to competition in our ability to perform this work. We offer the Army a solution that overcomes the potential restrictions identified in the Sources Sought and ensures fair opportunity. Key points regarding competition and any restrictive conditions:
· Mitigating Proprietary Content Challenges: The BSRT curriculum list comprises many proprietary programs owned by different organizations. We recognize that, individually, each of those curricula might traditionally be sole-sourced from its developer. However, Adaptiva Corp's business model mitigates this by consolidating access to all required programs under one umbrella. We have relationships or reseller agreements with the various content owners, allowing us to obtain and use their materials legally for the Army. This approach effectively prevents any proprietary curriculum from blocking competition – we eliminate the need for the Government to pursue multiple sole-source contracts with each content provider by offering a one-stop competitive solution. In essence, our capabilities turn what could be a restrictive sole-source situation into a fully competitive offering, aligning with the Army's market research goals for this requirement.
· No Unnecessary Barriers: We have carefully reviewed the requirements and have not identified any condition in the draft PWS or curricula list that is unduly restrictive to competition. The scope (combining event support with curricula provision) is broad but achievable for a capable prime contractor like Adaptiva Corp. We do not see any requirement for exclusive teaming or unusual qualifications that would prevent other firms from proposing; rather, the breadth of capability is challenging. Our firm has proactively developed that breadth. If the Government was concerned that only a large business could integrate all tasks, we are evidence that a nimble small business can perform the full requirement. We have the necessary qualifications and access to all content, broadening the competitive field. We encourage the Army's continued consideration of small businesses set aside for this requirement, as we believe multiple small firms (including ours) can execute given proper planning and partnerships.
· Recommended NAICS and Approach: We concur that NAICS 611430 (Professional and Management Development Training) is the appropriate classification for the BSRT effort. This NAICS designation is well-understood in the training industry and attracts various training and event management companies, fostering competition. We do not recommend any alternate NAICS, which could inadvertently limit the pool of experienced vendors. The Total Small Business Set-Aside status (per the solicitation) is, in our view, suitable and will not compromise the requirement. On the contrary, it maximizes competition among qualified small businesses and aligns with FAR Part 19 initiatives. Adaptiva Corp is a strong proponent of this approach and stands ready to compete under these terms.
· Alternative Solutions and Flexibility: We are open to various procurement strategies to ensure the Army gets the best value. For example, if the Army chose to acquire specific curricula directly (due to licensing preferences) and have the event support contractor focus on facilitation, Adaptiva Corp, as our name indicates, can adapt to that model as well – we could act as a subcontractor supplying certified trainers to an event planner, or vice versa. Our primary concern is that the Army Chaplain Corps immediately receives the needed training capability. We see no issue that would necessitate involvement from the MICC Advocate for Competition, as we believe any competition-sensitive matters (such as intellectual property rights) have been addressed in our approach. We have identified solutions to avoid exclusions, and we pledge to remain flexible to Government preferences (e.g., if bundling or unbundling certain services would enhance competition, we can accommodate that).
In summary, Adaptiva Corp (Coursewell) does not find any aspect of the BSRT Curricula requirement unreasonably restrictive to competition. AI-Powered Chaplain Support Assistant:
Although we offer traditional onsite and online delivery, Adaptiva Corp is also uniquely positioned to leverage AI to enhance BSRT delivery. Through our Coursewell platform, we have deployed a no-cost Chaplain Training Assistant (CTA) here—a secure, browser-based assistant trained on BSRT curricula, Army ethics, and instructional best practices. The CTA will:
· Provide 24/7 just-in-time support to chaplains who are preparing for events.
· Offer curated responses to FAQs about curriculum delivery, Army ethics rules, and lesson adaptation.
· Generate printable or on-screen teaching aids, summaries, or discussion questions.
· Log feedback from events to improve future delivery and track impact longitudinally.
Curriculum Compatibility Dashboard (CCD):
At no additional cost, we will deploy a Curriculum Compatibility Dashboard. This dashboard uses simple AI scoring models and user-friendly interfaces to help Chaplains and program coordinators select the best curricula for a given audience, event goal, or setting. It reduces planning time and improves training effectiveness.
Data-Driven Performance Monitoring:
Adaptiva will implement a cloud-based, secure Event Quality Tracker to collect after-action feedback and correlate it with program outcomes (e.g., pre/post surveys, retention, or behavioral intentions). Our platform supports:

Garden Rocks (Enlarged): Digital image created and rendered using digital photography, Adobe Creative Cloud, and Google’s AI Deep Dream Generator. “The subject of this experimental work are simply river rocks laying on the front entrance garden of “La Casita” —the tiny work studio I designed and built in Naples, Florida (USA). I was motivated to find a new way to express the sense (or even feeling) of permanence and immobility, since the rocks are just there waiting to be stepped on but some rocks may shift slightly with the heavy weight and sudden motion of the walker. I decided to use a non-representational digital media style powered by AI tools. Obviously, the work took a form derived from applying digital tools as well as the settled rocks arrangement. On the content, I wanted to convey the looks of a dystopia city seeing from above (bird’s view). I sense that the garden river rocks became ‘silent duelers on an uncertain destiny we have collectively endured during 2020.
